Ms. Florette Nakusera
Director of the Financial Sector Management Programme

Ms. Florette Nakusera is the MEFMI Director of the Financial Sector Management Programme, effective 2 March 2026. She has over twenty-six years of experience in financial sector regulation, macroeconomic policy, financial stability and executive leadership.

She brings over twenty-six years of experience in central banking, financial sector regulation and executive leadership. Prior to joining MEFMI, she served as Director of Financial Stability and Macroprudential Oversight at the Bank of Namibia. In this role, she provided strategic leadership on financial stability assessments, macroprudential surveillance, stress testing of domestic systemically important banks, bank resolution frameworks and crisis management. She also served as Head of the Namibia Deposit Guarantee Authority, reporting to an independent Board of Directors.

Earlier in her career, Ms Nakusera served as Director of Research and Financial Stability and Chief Economist at the Bank of Namibia, and previously held positions including Deputy Director of Research and Senior Economist. She was a member of the Monetary Policy Committee, the Investment Committee and the Financial System Stability structures of the Bank. Her work has focused on macroeconomic policy, financial stability, monetary transmission mechanisms and regulatory oversight.

Her governance experience extends beyond central banking. She has served as Chairperson of the Namibia Statistics Agency Board, Vice Chairperson of the Air Namibia Board of Directors and member of several regulatory and oversight bodies, including the Communications Regulatory Authority of Namibia. She has also been a member of Namibia’s High-Level Panel on the Economy appointed by the President.

Ms Nakusera holds a Master of Commerce degree in Economics and a Bachelor of Commerce (Honours) degree in Economics from the University of Stellenbosch. She has also completed executive development programmes at the University of Stellenbosch Business School and the Wits Business School in collaboration with the London Business School.

She has served as a resource person and facilitator for regional institutions, including MEFMI, delivering workshops on financial stability, macroprudential oversight, bank resolution and crisis management frameworks. Her research and professional work focus on strengthening financial sector resilience and advancing sound macro-financial policy management.
