It is with a deep sense of sorrow that the Institute learnt of the passing on of Carmencita Santos. Carmencita worked closely with the Financial Sector Management Programme (FSM), contribution immensely to banking supervision and financial regulation in the MEFMI region.
Carmencita worked in the Eastern and Southern Africa region for a very long period and was based at the Central Bank of Lesotho, Bank of Uganda, National Bank of Rwanda, and at the AFRITAC East at various times. Most importantly, whenever invited, she never missed MEFMI’s banking supervision capacity building programmes in the fourteen member countries during her stay in the region. Even when she was based at FIRST INTIATIVE in Washington DC, she collaborated with FSM in a great way providing information and giving advice. She has definitely left an indelible mark amongst bank supervisors in the MEFMI region. She will be greatly missed by the multitudes of banking supervisors in the sub-region. Her unquestionable devotion to human and institutional capacity development which is evident everywhere will be greatly missed by many.
While I write this in my personal capacity, I wish to represent the following people if they have not individually expressed their condolences; Dr Ellias Ngalande, His Excellency Anthony Muthae Maruping, both former Executive Directors at MEFMI, Dr Caleb Fundanga current MEFMI Executive Director, and Mr. Moses Pelaelo, colleague, banking supervision expert, and now Governor of Bank of Botswana.
