MEFMI provided technical assistance to the Mozambique Ministry of Economy and Finance to develop a Regulatory Framework for Public Debt Management, from 7 to 20 October 2020.
Specific objectives of the mission were to assist the authorities to review the existing legal framework for public debt management; advise on the organisational structure of the National Directorate for Public Debt Management, including key functions for each department; and carry out an assessment of the existing human capacity for the Directorate.
As a result of MEFMI’s technical assistance, a draft regulatory framework for the National Directorate of Public Debt Management was developed, and this is expected to be submitted to the authorities for approval. In addition, a mission report mapping internal work processes, expected competencies, and proposing improvements in management operations was produced. A total of 27 officials were trained on sound practices in organising Debt Management Offices and the respective functions.
The mission was facilitated by Mr. William Baghdassarian, an independent consultant from Brazil and Ms. Cristina Dimande of the MEFMI Secretariat.
Going forward, MEFMI will follow-up with the authorities regarding the approval of the Regulatory Framework for the National Directorate of Public Debt Management. In addition, MEFMI will explore collaborative arrangements with other partners to deliver technical assistance to strengthen debt management operations in Mozambique.
