New MEFMI Executive Director Appointed
The MEFMI Board of Governors is pleased to announce the appointment of Dr. Louis A. Kasekende as the new MEFMI Executive Director. Dr. Kasekende takes over from Dr. Michael Atingi-Ego, who was appointed the Deputy Governor of the Bank of Uganda (BOU) effective August 2020.
Dr Kasekende assumed duty on April 1 2021. Prior to joining MEFMI, he served as Deputy Governor of the BOU from December 2010 until January 2020.
Before his appointment as Deputy Governor 2010, he had served for 13 years at BOU in various capacities, including that of Director of the Research Department and Executive Director responsible for Research and Policy. He also served as Chief Economist at the African Development Bank (AfDB) from 2006 to 2009. At the AfDB, he is credited for playing a leading role in the banks efforts to help African economies withstand the impact of the global economic crisis. Between 2002 and 2004, he served as Alternate Executive Director and later as Executive Director at the World Bank for Africa Group 1, where he oversaw 22 countries mostly from Anglophone Sub-Saharan Africa.
Dr. Kasekende has previously served as a member of the United Nations Group of Eminent Persons for the Least Developed Countries and the World Bank Knowledge Advisory Commission. He also served on the Board of the African Export-Import Bank (Afreximbank), the International Economics Association (IEA), African Economic Research Consortium (AERC), Uganda Institute of Banking and Financial Services; and as a member of the National Steering Committee on Capital Markets Development in Uganda.
Dr Kasekende holds a PhD and Master of Arts in Econometrics from the University of Manchester and a Bachelors degree in economics from Makerere University. He has authored several articles in academic journals and books. Dr Kasekende is a member of the Rotary Club of Kampala North.
The MEFMI Board of Governors would like to express gratitude to Mr. Stanislas Nkhata, the Director of the Debt Management Programme, who served as acting MEFMI Executive Director from 1 August 2020 until March 31 2021.
The Board is also pleased to announce the appointment of Mr. Jacob Mukamba, who joined MEFMI on April 1 2021, as the Director of Finance and Administration. Among other educational qualifications, Mr. Mukamba holds an MBA from the University of Zimbabwe and BCom Honors in Accounting from the University of South Africa (UNISA). He is also a Registered Public Accountant and is a Fellow ACCA.
Before joining MEFMI, he worked as the Head of Finance and Administration at the Zimbabwe Technical Assistance, Training and Education Center for Health (Zim-TTECH). His career, which spans 17 years, commenced at KPMG Zimbabwe, where he did his articles training as an Audit Senior. He previously served as Controller at the Embassy of Sweden in Zimbabwe, Finance Manager for Zimbabwe Human Rights NGO Forum; and Financial & Management Accountant for Meikles Hotel.
Mr. Mukamba has served on several Boards in the development sector in Zimbabwe.
