At the request of the Bank of Zambia, MEFMI conducted training on the use of the Debt Management and Financial Analysis System (DMFAS) from 12 to 16 September 2022. The training was held in Lusaka, Zambia. The Bank of Zambia uses DMFAS to manage private sector and non-guaranteed state-owned enterprise external debt. The workshop was organised to bridge capacity gaps in the use of the system at the Bank arising from staff turnover in recent years.
A total of five (5) officials participated in the workshop which was held at the Bank of Zambia. Of these, three (3) were DMFAS users drawn from the Economics Department, whilst two (2) were debt database administrators (DBAs).
The main outcome of the workshop was that it enhanced the capacity of Bank of Zambia staff to record, report and monitor the private sector and non-guaranteed external debt in DMFAS. It also enhanced the capacity of DBAs to fully support the system. Based on the post-workshop evaluation survey, participants indicated that they had learnt a great deal from the workshop and that they would use the knowledge gained from the workshop in undertaking their respective tasks.
The user training was facilitated by Mr. Tongai Tarubona, a MEFMI Trained Trainer of the Reserve Bank of Zimbabwe; Ms. Susan Nattembo, a MEFMI Graduate Fellow of the Bank of Uganda and Ms. Josephine Tito of the MEFMI Secretariat. Mr. Tawanda Madzima, formerly of the Ministry of Finance in Zimbabwe, provided training and support on the IT administration of DMFAS.
