The Government of Tanzania requested for a Debt Management Performance Assessment (DeMPA) mission from the World Bank. This was the country’s third assessment following similar assessments conducted in 2010 and 2015. Since then, the Government of Tanzania has implemented institutional reforms to strengthen its management of public debt.
The mission was conducted using the World Bank-developed DeMPA tool, which assesses debt performance using a comprehensive set of indicators spanning the full range of government debt management functions. The tool focuses on central government debt management activities and closely related functions, such as the issuance of loan guarantees, on-lending, and cash balance management. It also focuses on broader public sector debt management issues following the 2021 update of the methodology. The outcome of the assessment is expected to guide the government to institute reforms to ensure efficient and effective debt management practices in the country.
The Joint MEFMI, World Bank, and COMSEC, DeMPA Mission was conducted from 15 to 23 March 2023 in Dodoma and Dar es Salaam, Tanzania. The Mission Team held meetings with key officials within the Government of Tanzania, responsible for undertaking public debt management and related functions. Specifically, the Team met with officials from various government departments including the Debt Management Department in the Ministry of Finance and Planning, the Accountant General’s Office, the Office of the Treasury Registrar, the Policy Analysis Department, and the External Finance Department. The mission also met with officials from the Bank of Tanzania and the Office of the Auditor General. Further, a meeting was held with market participants to get their perspectives on the government’s domestic debt market.
The Mission team comprised Mr. Hakan Yavuz (Team leader, World Bank), Ms. Lilia Razlog (World Bank), Mr. Per-Olof Jönsson (World Bank Consultant), Ms. Delia Cox (Commonwealth Secretariat), and Ms. Josephine Tito (MEFMI).
