MEFMI provided technical assistance to the Ministry of Finance and National Planning in Zambia to conduct the DSA, which is critical in assessing the country’s public debt trajectory and implications of the debt restructuring programme. The support was delivered through a training workshop held from 03 to 14 March 2025 in Lusaka, Zambia.
The workshop considered the macroeconomic and financing environment, and the vulnerabilities faced by Zambia under different scenarios to assess the implications of the debt restructuring programme on Zambia debt levels. The country officials reviewed policy measures and reforms necessary to restore debt sustainability. The workshop objectives were achieved and culminated into a draft DSA report and PowerPoint presentation to be submitted to senior Management in the Ministry of Finance and National Planning.
The workshop was facilitated by four (4) resource persons, comprising one (1) MEFMI Accredited Fellow, Dr. Austin Chiumia from the Reserve Bank of Malawi, and two (2) Graduate Fellows, Mr. Frank Mashodo, Ministry of Finance, Economic Development and Investment Promotion in Zimbabwe and Ms. Tiyamika Kanthambi from the Ministry of Finance and Economic Affairs in Malawi. Ms. Cristina Dimande and Ms. Charity Mangwende, from the MEFMI Secretariat, task managed and organised the administrative arrangements and logistics of the workshop, respectively.
A total of 17 officials participated in the workshop of which 12 were from the Ministry of Finance and National Planning, and 3 from the Bank of Zambia. One (1) participant was from Zambia Electricity Supply Corporation (ZESCO) and another one from Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The representative from GIZ attended the workshop under the ongoing support of GIZ to the Debt Management Office Zambia. There were eight (8) female participants (47%) and nine (9) male participants (53%).
