DESCRIPTION:Background\nThe COVID-19 shock exposed and amplified pre-existing vulnerabilities in the MEFMI region banking systems, but more recent developments have added fresh layers of complexity. Global monetary tightening and exchange rate volatility have increased funding pressures, while high non-performing loan ratios threaten solvency. Concurrently, the rise of digital banking and cyber threats has underscored operational resilience gaps. Climate-related shocks—such as extreme weather events—are now material credit risks, and the fallout from high-profile bank failures elsewhere has tested cross-border coordination and depositor confidence. Against this backdrop, it is imperative that supervisors within the region adapt crisis management frameworks, enhance early warning and resolution planning, and bolster cooperation with regional deposit insurers and emergency liquidity facilities.\nObjectives\nBy the end of the workshop, participants will be able to:\n\n\nDraw actionable lessons from recent bank distress episodes (including digital bank and mid-tier failures) to refine supervisory and resolution toolkits.\n\n\nApply Financial Stability Board (FSB) Key Attributes on resolution regimes; and\n\n\nDesign effective bank resolution frameworks and prepare effective recovery plans and resolution plans.\n\n\nCourse Content\n\n\nLessons from recent financial distresses: case studies of MEFMI and comparable markets, digital bank runs, contagion risks, and depositor behaviour.\n\n\nOperational resilience & extraordinary support: cyber incident response, digital platform continuity, emergency liquidity assistance, and fiscal backstops; and\n\n\nBank resolution frameworks: resolution planning and resolvability assessments; funding and bail-in instruments; depositor preference; role of deposit insurers; and regional cooperation mechanisms.\n\n\nTarget Audience\nJunior to middle-level officials working in bank supervision functions at central banks, and officials from deposit insurers in MEFMI member countries.\n
