SUMMARY:Joint MEFMI/IMF Workshop on Sovereign Risk and Debt Sustainability Framework
DESCRIPTION:BACKGROUND \nIn August 2022, the IMF launched the Sovereign Risk and Debt Sustainability Framework (SRDSF) to replace the Debt Sustainability Framework for Market-Access Countries. The framework is based on several tools that analyse debt risks at various time horizons. It has introduced improvements in organisation, methodology, transparency, and communication when analysing public debt issues. The framework can be applied in countries that mainly finance themselves with market-based debt, although a core subset of the framework applies to all countries in conducting assessments undertaken at the near- and medium-term horizons. As part of MEFMI efforts to support member countries in conducting medium-term debt sustainability, MEFMI in collaboration with the IMF will offer this regional training on SRDSF.\nOBJECTIVE \nThe objective of the course is to impart knowledge and develop skills of participants on the use of the IMF SRDSF to conduct debt sustainability analysis.\nCOURSE CONTENT \nThe course will cover the following topics:\n1. Overview of the SRDSF;\n2. Debt Coverage and Disclosure, Structure, and Baseline Scenarios;\n3. Realism Tools;\n4. Near-Term Risk Assessment;\n5. Medium-Term Risk Assessment;\n6. Long-Term Risk Assessment;\n7. Bottom-Line Assessments on Risks of Sovereign Stress and Debt Sustainability; and\n8. DSA Requirements and Publication.\nTARGET GROUP\nThis course targets middle level officials responsible for middle office functions of debt management in ministries of economy, finance, economic planning and development, and central banks. In addition, this course would greatly benefit officials working in the macroeconomic planning and economic policy research departments, especially those involved in macroeconomic forecasting. The following member countries are eligible to attend this course: Kenya, Namibia, Botswana, Angola and Eswatini.\n
