MEFMI Supports Tanzania to Strengthen Macro-Stress Testing Capacity

MEFMI provided technical assistance to the Bank of Tanzania on macro-stress testing for the insurance and social security sectors, through a hybrid programme that commenced in April 2026 and culminated in in-person training at the Bank of Tanzania’s Arusha Branch from 16 to 20 June 2026.

The intervention supported the development and adaptation of macro-stress testing models, adapting a framework previously developed for Rwanda and Zimbabwe, and extending it to Tanzania’s social security sector. The models are expected to enhance macroprudential analysis and strengthen supervisory assessment of risks within Tanzania’s financial sector. The mission also provided recommendations for enhancing existing insurance guidelines, guidance on scenario building for stress testing and a complete bottom-up insurance stress-testing framework customised to Tanzania’s solvency regime.

Further, a dedicated macro-stress testing model was developed for the social security sector, incorporating balance-sheet, liquidity, investment income, asset-liability management, and projection stresses.

A total of 27 participants from the Bank of Tanzania, Social Security Regulatory Authority and Tanzania Insurance Regulatory Authority took part in the in-country training, which focused on practical knowledge transfer and operationalisation of the models.

The technical assistance strengthened both knowledge and practical capacity in macro-stress testing while providing customised tools to support supervisory risk assessment. MEFMI remains committed to supporting member countries through targeted technical assistance that strengthens financial sector supervision, enhances risk assessment capabilities, and promotes financial stability across the region.
