Officials from Kenya and Mozambique trained on Foundations of Public Debt Management

Debt management departments in developing countries are facing significant human resource challenges. There is a high staff turnover arising from vertical and horizontal movement of staff within and away from the central banks and Ministries of Finance. This creates a continuous need to build capacity among new staff in these departments.
Against this background, the Ministries of Finance in Mozambique and Kenya requested MEFMI for to train their staff on Foundations of Public Debt Management. In response, MEFMI conducted an e-Learning course for the two (2) countries from 26 April to 16 July 2021. The course covered the following modules: introduction to public debt management, external debt management, domestic debt management, introduction to debt sustainability analysis and medium-term debt management strategy and debt restructuring, as well as legal and institutional arrangements for public debt management.
Six (6) officials from Kenya and 12 from Mozambique were equipped with requisite knowledge and skills in public debt management. MEFMI expects these officials to perform the basic functions in debt management in their countries, which also provides a basis for them to learn the advanced debt management operations.
The course was facilitated by Mr. William Baghdassarian (an international resource person from Brazil) and Ms. Josephine Tito of the MEFMI Secretariat.
