At the request of the Ministry of Economy and Finance (MEF) in Mozambique, MEFMI undertook a mission to Maputo, from 11 to 15 October 2021, to review the country’s public debt database that is maintained in the Commonwealth Secretariat Debt Recording and Management System (CS-DRMS).
The mission was carried out as part of the preparatory processes for migrating the debt database from CS-DRMS to the new system known as Commonwealth Secretariat (CS) Meridian. The mission was also necessitated by the need to capacitate staff in the Public Debt Management Directorate. The mission was conducted with financial support from Financial Sector Deepening (FSD) Africa. The grant aims to provide support in debt management and related processes, in order to promote the recovery of MEFMI member countries from COVID-19 and build resilience to future shocks.
Led by a CS-DRMS expert, Mr. Jason Kamweru, the Mission was conducted through meetings with the Public Debt Management Directorate and hands-on support to staff on the use of CS-DRMS. In addition, the mission engaged stakeholders involved in debt management in Mozambique, namely the World Bank country office and the Commonwealth Secretariat.
The main output of the Mission was a detailed report on the current status of the debt database, including gaps identified and recommendations for addressing them. The Mission also provided timelines on subsequent steps for migrating debt data from CS-DRMS to CS-Meridian.
