MEFMI in collaboration with the Trade and Development Bank (TDB) conducted a virtual regional workshop on Blended Finance from 4 to 8 July 2022. The course was part of MEFMI’s efforts to build capacity on the use of alternative financing options such as blended finance to mobilise additional resources for sustainable development.
A total of 59 officials were trained in the workshop. These were drawn from nine (9) out of 14 MEFMI member countries, namely Angola, Kenya, Lesotho, Malawi, Mozambique, Tanzania, Uganda, Zambia, and Zimbabwe. The workshop was attended by junior to middle level officials responsible for mobilising and analysing financing in Ministries of Finance, Economic Planning and Development, National Treasury, Central Banks, as well as Parliaments.
The workshop was delivered through lectures, practical exercises, and case studies. The lectures covered the following topics: overview of development financing options; understanding blended finance and its role in development financing; blended finance instruments; blended finance transactions; due diligence, analysis, evaluation and documentation of blended finance proposals; and role of multilateral development banks and development finance institutions in blended finance. Participants also shared experiences on the use of blended finance facilities in their respective countries.
The workshop enhanced participants’ knowledge and understanding of both the theory and practice of blended finance as an instrument to finance development. MEFMI expects the participants to use the knowledge gained from the course to promote and catalyse additional private-sector or commercial investment in development programmes.
Five (5) resource persons facilitated at the workshop, namely, Dr. Felister Kivisi and Mr. Frank Kamthunzi of the Trade and Development Bank, two (2) independent consultants, Messrs. Juan Carlos Vilanova Pardo and Nardeo Useree; and Mrs. Cristina Dimande of the MEFMI Secretariat.
