Barbara Jjaggwe – Programme Manager, Sovereign Asset Management
Financial Sector Management Programme
Barbara Jjaggwe joined MEFMI in March 2023 as the Programme Manager, Sovereign Asset management, where she oversees capacity building for sovereign asset managers in member Central Banks, Public Pension Funds, Sovereign Wealth Funds and Deposit Protection Funds.
She has over twenty years’ experience in investment management, portfolio management, investment performance and risk analysis, strategic asset allocation, policy formulation and review, financial reporting, project coordination and implementation, financial modelling, strategic planning and formulation, budgeting, and cash flow forecasting.
Prior to joining the Institute, she worked at the Bank of Uganda as the Head of External Fund Managers & RAMP, which involved monitoring & evaluating external fund managers’ operations and overseeing the World Bank Treasury’s (WBT) Reserves Advisory and Management Programme (RAMP), a capacity building programme aimed at supporting the management of foreign exchange reserves at Bank of Uganda.
Before Bank of Uganda, she worked at Standard Chartered Bank as the Manager, Performance & Infrastructure. She has also worked for the Uganda Ministry of Local Government in the Area-Based Agricultural Modernization Programme and the Uganda Ministry of Local Government in the Decentralization Secretariat.
Ms. Jjaggwe possesses a bachelor’s degree in commerce (Accounting) from Barkatullah University, India, a Master of Business Administration (International Finance) from Brandeis University, USA and is a Fellow of the Association of Chartered Certified Accountants (FCCA). She is also a member of both the Institute of Certified Public Accountants of Uganda (ICPAU) and the Chartered Financial Analyst (CFA) Institute and CFA East Africa, having completed the Certificate in Investment Performance Measurement course.
