Ms. Josephine Tito

Ms. Josephine Tito joined MEFMI in March 2017 as a Programme Manager responsible for Debt Statistics and Institutional Development at the Macroeconomic and Financial Management Institute of Eastern and Southern Africa, (MEFMI). She has led/participated in capacity-building activities, (workshops and missions) in the various areas of public debt management focusing on debt database management, debt management performance assessment (DEMPA) and reform plans, loan negotiation, legal and institutional frameworks for public debt management, debt sustainability analysis, medium-term debt management strategies, among others. She has also assisted countries in reviewing legal frameworks for public debt management, developing procedures manuals for public debt management as well as supporting debt transparency initiatives by providing technical assistance in-country efforts to develop and publish debt bulletins.
In the recent past, Ms Tito has fostered new initiatives aimed at strengthening the role of oversight institutions in public debt management. Specifically, she has led the development of courses on public debt auditing which has enhanced the capacity of supreme audit officials in conducting their audit function in the area of debt management. In addition, with the rise of fiscal risks emanating from contingent liabilities, Ms Tito also lead a team to develop an e-learning course on Managing Contingent Liabilities and is currently part of the team developing guidelines for managing loan guarantees.
Prior to joining MEFMI, Ms. Tito worked in the Zimbabwe Public Debt Management Office. She holds a BSc Honours Degree in Economics from the University of Zimbabwe and a master’s in public administration from the National University of Singapore-Lee Kuan Yew School of Public Policy.
