Financial Programming and Policy (FPP) for Portuguese Speaking Countries

BACKGROUND

Financial Programming and Policy (FPP) is a tool used by many client institutions in the region for analysis and interpretation of the interrelations of the four main macroeconomic accounts (real, fiscal, external, and monetary). For each account, there is an accounting and analysis framework, which includes the interpretation of variables and indicators from these accounts. However, a recent survey suggests that there are capacity deficiencies to formulate a baseline scenario and design a financial programme in Lusophone MEFMI member countries. It is against this background that MEFMI will conduct an FPP training for Portuguese-speaking member countries to widen their understanding of macroeconomic and financial policies by also formulating a policy scenario. Specific macroeconomic and structural policies will be discussed in a framework emphasising the complementarity of stabilisation policies and structural reforms, as well as the importance of policy coordination for sustained growth. Mock data will be used to illustrate how policies can be adapted to address changing economic conditions.

OBJECTIVES

This course aims to realise the following objectives:

1. To enhance the knowledge of the participants in FPP.

2. To provide a platform for participants to indicate existing country-specific capacity gaps in macroeconomic statistics and related technical assistance requirements.

CONTENT

The course will cover, among others, an analysis of the four main macroeconomic accounts, the formulation of baseline, and policy scenarios including the construction of the flow of funds.

TARGET GROUP

This course targets junior to middle-level staff in Central Banks, Ministries of Finance, and National Statistics Offices (or other agencies) dealing with the four main macroeconomic accounts in Mozambique and Angola.
