Regional Workshop on Key Issues in Bank Resolution

BACKGROUND
The resolution of weak banks is an important part of the financial safety net. Orderly bank resolution
helps to maintain confidence in the banking system. This helps in maintaining the stability of the financial
system. While the case for orderly resolution of weak banks is clear, in practice, resolution is a complex
and costly exercise. There is need for a robust framework that supports timely resolution. The framework
should cover issues such as identification and supervision of weak banks, recovery and resolution planning,
resolution funding, dealing with distressed assets, inter-agency and cross border coordination, among
others.

In line with its focus on strengthening the financial safety net in its member countries, MEFMI will conduct
a workshop on the current Key Issues in Bank Resolution. The workshop will assist member countries
to align their bank resolution frameworks to the Financial Stability Board’s Key Attributes of Effective
Resolution Regimes.
OBJECTIVES
This workshop aims to strengthen the participants’ knowledge of critical issues in bank resolution.
Specifically, at the end, participants are expected to be able to:
1. Identify weak banks and propose strategies for supervising them;
2. Understand the different roles of the financial safety net players in dealing with weak banks; and
3. Outline key design features of effective crisis management and resolution regimes aligned to international
standards.
CONTENT
The content for this workshop will include, among others, the following:
1. Building effective resolution regimes and financial safety nets;
2. Early warning systems and identification of weak banks;
3. The role of deposit insurance;
4. Resolution of systemically important and non-systemically important banks;
5. Cross border coordination in bank resolution; and
6. Handling distressed assets – resolving non-performing assets.
TARGET GROUP
This workshop targets middle-level and senior officials from deposit insurance schemes, resolution
authorities and supervisory authorities, central banks and Ministries of Finance and /or Economic Planning
of MEFMI member countries.
